PRIMARY FOCUS
To advocate for a pro-business public policy and a regulatory climate supportive of business growth. To develop our infrastructure providing quality schools, healthcare, roads, airports, and bridges vital to position El Paso as a major center of trade and commerce.

MISSION
The Greater El Paso Chamber of Commerce represents over 1,700 businesses in the El Paso area. As the representative of such a diverse community, the Chamber strives to create a pro-business regulatory climate and insure adequate infrastructure is in place to support Economic Development initiatives. This goal is accomplished through advocacy efforts at all levels of government, carried out by the Government Relations Division. We work to create the environment our business community needs to grow and prosper.


2004 GOALS

ADVOCACY:

STRATEGIC INITIATIVE #1
– To advocate for pro-business public policy and a regulatory climate supportive of the growth of our primary clusters:

GOAL #1: Develop and manage advocacy agendas and issues by: Developing a business climate committee to monitor local regulatory issues, enhance our educational reform agenda, pursuing City Charter revisions, maintain the federal agenda, the Chamber state agenda and the Community Legislative Agenda. Also research efforts of issues that impact business at the local, state and federal levels on a regular basis.  Pursue candidate qualifications process for local elections.

GOAL#2: Build relationships for members and the Chamber by: Promote voting among Chamber members, developing election guides on key business issues, support and market Chamber members for appointments to local and state boards, and coordinate the Key Contact program that connects members with public officials. Partner with El Paso's State Delegation to lobby state elected and agency officials on behalf of the Chambers legislative priorities.  Effectively communicate Chamber activities to our local elected officials by arranging regular office meetings, attending and addressing their community meetings, and encouraging them to tour the Center for Workforce Preparedness and the One Stop Capital Shop.

GOAL #3: Local:  Partner with local governmental entities on initiatives of mutual interest.  Regional:  Partner with Southern New Mexico to strengthen our region's military and econonmic development potential.  State:  Work with State Delegation on lobbying activities during the legislative session.  Federal:  Facilitate community lobbying efforts under the banner of "Team El Paso", to include a community federal agenda.

GOAL #4: Create a comprehensive border advocacy network by: Building on the Texas Border Infrastructure Coalition (TBIC), the Metro8, and other border coalitions that support the outcomes of the 5 star commitment.  Working closely with the U.S. Chamber's border task force, Border Trade Alliance, and other federal coalitions, to advocate for additional resources, new technologies, and efficient border management under the newly created Homeland Security Agency.

INFRASTRUCTURE:

STRATEGIC INITIATIVE #2- To develop our infrastructure that ensures effective transportation and water delivery systems each vital to El Paso’s position as a major center for trade and commerce:

GOAL #5: Advance regional transportation development through the Transportation Committee.  Identify and advocate for additional infrastructure dollars to include discrestionary funding, section 108, and private matching funds.  Monitor ongoing and develop future regional transportation projects, and ensure private sector representation on the MPO. Advance the development of new international crossings and expanded services at the existing bridges, such as the Operation Secure Movement initiative.    Develop creative solutions to infrasturcture development and environmental concerns.  Creating a working group to address El Paso's needs in the federal transportation reauthorization bill.

GOAL #6: Facilitate a cohesive and contructive community-wide healthcare advocacy effort at the local, state, and federal levels through the team El Paso Healthcare Council.       Coordinate the work the Healthcare Council task forces.   Coordinate the work the Healthcare Council task forces.  Incorporate these efforts in the federal and state legislature agendas and lobbying efforts.
